   DEAD-ON-ARRIVALS PCs       We've all known this for a long time, but a survey from Windows Magazine has highlighted just how unreliable PCs can be. One in eight new PCs won't run the first time it's turned on, and it can take days to fix. Hardware accounts for 37% of problems application and operating system software for most of the rest.    EL CHEAPO PCs
 
    TriGem, a South Korean PC company, is launching the $399 PC next month with their emachines. For that you get a Cyrix processor, 2gb hard drive, CD-ROM drive, 3D graphics, and a 56-kpbs modem. The monitor costs an extra $100. See http://www.trigem.com/ 


CYBER SLEUTH UNIT
 
    The International Chamber of Commerce said today it's setting up a special unit to help combat cybercrime, and will work closely with Interpol. The unit intends to be a source of information and intelligence on the crimes firms should defend against. See http://www.iccwbo.org/
